The main trends of the development of the indigenous peoples of the North, Siberia and the Far East living in the Khabarovsk Territory from 2009 to 2011 have been approved. To that effect, a decree was issued by the Government of the Khabarovsk Territory of 04.03.2009, №69-пр.
The document states that fulfillment of a number of activities determined by the decree of the Government of the Khabarovsk Territory of February 13, 2006 № 16-пр "On the Main Trends of the Development of Indigenous Peoples of the North Living in the Khabarovsk Territory in 2006 – 2008”, which made it possible to create preconditions for further development of the indigenous people of the region

A set of activities on the development of social infrastructure of built-up areas have been implemented – the sites where indigenous people live compactly. In ethnic villages, budget funds were allocated to establish 20 mini-bakeries. Two satellite communication modules were installed and telephone communication was improved, a TV retransmitter was constructed in the Kalinovka village, and activities are being implemented to improve power supply and transportation service. In 2006 – 2008, over RUB 200 million of budget funds were allocated to the construction and capital repair of education, health care and culture facilities. In 2008 alone, schools in the villages Kondon and Kalinovka were commissioned, and the construction of a boarding school in the village of Nelkan and a school in the village of Belgo is being completed.
The education of ethnic specialists has been receiving an increased attention. On the basis of the Khabarovsk Advanced Training Institute for Environment and Nature Management a school for managers of erthnic farms was established, where over 180 people were trained, and a school of decorative and applied art, where 40 people were trained. Last year a young leader school was established.
In the years 2007 and 2008 in Khabarovsk on the initiative of the Government of the Territory, representative of the UN Constant Forum taking part, two international conferences were conducted, addressing the issues of Amur pollution and the health condition of indigenous people living in the river basin.
Along with that, the activities implemented have failed to resolve a number of problems affecting the socio-economic development of the indigenous population of the Territory.
The employment rate of the able-bodied part of indigenous people of the North remains not higher than 50%. The majority of ethnic enterprises are ineffective and unable to ensure wages for the employees.
The approved main trends for the development of indigenous peoples of the North, Siberia and the Far East are to activate work on raising the living standards of IPN, their spiritual and cultural development in 2009 – 2011.
They include a number of activities aimed at refinement of the regulatory framework of the development of indigenous peoples of the North, Siberia and the Far East, expansion of the socio-political activity of IPN, increase in employment and raising of the living standards of IPN, conservation of the spiritual and ethnic and cultural heritage, etc.
The supervision of the fulfillment of the Decree is vested in V.M. Shikhalev, Minister of Natural Resources, Deputy Chairman of the Territory Government.
